Results of the Second International Nobel Economic Forum

The Second Nobel International Economic Forum “ The World Economy in the XXI Century: Cycles and Crises “ was held in Dnipropetrovsk University of Economics and Law .This was devoted to general problems, determined by the motto» Innovation as a basis for overcoming the global crisis. The decision to hold the Forum was adopted in September 2008 at the First International Nobel Economic  Forum, organized on the initiative of Dnipropetrovsk University of Economics and Law.

The Forum was held with the support and personal participation of the second President of Ukraine , Leonid Kuchma (1994-2005 biennium) , and also supported by Poland's former President , Aleksander Kwasniewski , (1995-2005) and the Foundation «Amicus Europae» (Poland).

The Forum welcomed Poland's  former President , Kwasniewski, Ukraine’s Deputy Prime Minister , V.Semynozhenko, the Minister of Education and Science of Ukraine , D. Tabachnik, the President of the National Academy of Sciences of Ukraine, Academician of Ukraine B. Paton , the President of the Ukrainian Union of Industrialists and Entrepreneurs A. Kinakh, and  director of the Centre of Research in Scientific and Technological Potential and the History of Science named after Dobrov National Academy of Sciences of Ukraine, Professor B. Malitskyy.

Among the honored guests of the Forum were the former President of Ukraine , Leonid Kuchma, Deputy Minister of Education and Science , I. Zaitseva, Head of Dnipropetrovsk Regional State Administration , A. Vilkul and Mayor of Dnepropetrovsk , I. Kulichenko.

The main organizers of the Forum were leading scientific institutions in Ukraine and Russia: National Academy of Sciences of Ukraine, Russian Academy of Natural Sciences, Institute of Economics and Forecasting of NAS of Ukraine, Institute of Economic Sciences, Institute of Economic Strategies, the International Nobel Peace Information Center, Foundation for the Planet of Alfred Nobel and Dnipropetrovsk University of Economics and Law. 

The Forum was preceded  by a virtual session, organized in March 2009 .Closer in time to the Forum was the World Student Nobel Online Contest in Economics, which first took place in 2009-2010 on the initiative of Dnipropetrovsk University of Economics and Law. The goals of the program were attracting young people to research the economies of various countries on the basis of the work of Nobel Laureates, forging real creative contacts between young researchers from different parts of the world.

The Forum combined the intellectual efforts of over 200 participantsfrom all over Ukraine, as well as the CIS and foreign countries: Russia, Poland, USA, Germany, Austria, Romania, Armenia, Italy, France, Spain, Oman and other countries.

The forum was attended by 11 full members and corresponding members of the National Academy of Sciences of Ukraine, the Russian Academy of Sciences, Romanian Academy of Sciences, Armenian Academy of Sciences, 48 doctors and 73 candidates of science. Reports of the Forum were published in three journals of Dnipropetrovsk University of Economics and Law - «Bulletin of the International Nobel Economic Forum» (two volumes), «European Vector of Economic Development» and «Academic Review» - totaling more than 100 printed pages. All these publications contain 117 scientific papers. One special edition was issued , containing selected works presented at the World Student Nobel Online Contest in Economics, which contains 75 reports. Materials of the Forum, namely the texts of the works, photos and videos of the plenary sessions of the Forum are posted on the university site (www.duep.edu)  and the Foundation website «Planet of Alfred Nobel» (www.nobelplanet.org) .

Participants in the three plenary and six sectional sessions heard and discussed reports on global issues of cyclical development, being updated on the latest research in this area, especially the works of Nobel Laureates in Economics. The central question of the Forum was the problem of using fundamental innovations as a basis for overcoming the consequences of the economic crisis in the context of the ideas of Friedrich von Hayek, Nobel Laureate in Economics in 1974. 

In his speech DUEL Rector, Professor B. Kholod , outlined future plans of the International Nobel Economic Forum as a scientific body that develops the most important issues of economic development. Corresponding Member of RAS, Director of Economic Strategies of Sciences, Professor B. Kuzyk , focused on the problems of the post-crisis period in the global economy. The address of Corresponding Member of NAS of Ukraine, Deputy Director of the Institute of Economics and Forecasting of NAS of Ukraine , Prof. A. Gritsenko , was devoted to the transformation of the basic concepts of macroeconomics in the context of crisis , globalization and the information revolution . In his speech, foreign member of Russian Academy of Sciences, Professor Vladimir Quinta, revealed the problems of transition economies in the context of globalization and economic crisis. Doctor of Economic Sciences, Professor Y. Yakovets , in his speech revealed the superposition effect of economic crises and other types of crises on the juncture of civilizational development. Rector of Odessa State Economic University, Doctor of Economic Sciences, Professor M. Zveryakov , in his speech touched upon the problems of overcoming the consequences of economic crisis in Ukraine. PhD, Professor V. Tyutyunnik in his speech addressed the origins of the Nobel movement and reviewed current approaches to the implementation of procedures for the award of the Nobel Prize.

The overall work of the Forum covered the following research areas:

 

  • the future of civilization and strategies of civilizational development
  • the global economic crisis: initial overview and prediction of the consequences
  • innovational activities and institutional theory
  • problems of transition economies in the context of innovational competition
  • innovation, the knowledge economy and development of information society 
  • socio- legal, socio- cultural and humanitarian consequences of the global economic crisis
  • the world economy after the economic crisis
  • new generation Nobel ideas (Student and Youth Section). 

 

The Forum conducted master classes given by :

 

  • Corresponding Member of RAS , B. Kuzyk , and Doctor of Economic Sciences, Professor V. Yakovtsya , where students learned about the results of forecasting the development of civilization up to 2050 .
  • Rector of Odessa State Economic University, Doctor of Economic Sciences, Professor M. Zveryakova and PhD, Professor V. Tyutyunnyk , where students gained insight into post-crisis trends in the economy of Ukraine and received answers to many questions related to the participation Nobel Laureates in the public process and scientific activity .
  • Foreign member of Russian Academy of Sciences, Professor Vladimir Quinta, where students heard about current developments of the world economic system.
During the Forum meetings were organized between the students  and leading economists from Ukraine, Russia, Poland and other countries . A meeting of the International Innovation and Technology Alliance was held , and also a meeting of the Nobel Committee of the World Student Online Contest in Economics, where the issues of preparation for the Contest in 2011 and 2012  were discussed . One of the central events of the Forum was a meeting of the Academic Council of Dnipropetrovsk University of Economics and Law,at which in the presence of the former President of Ukraine (1994-2005), Professor Emeritus of Dnipropetrovsk University of Economics and Law  , Leonid Kuchma ,the title of Honorary Professor of DUEL was awarded to M. Zveryakovu, B. Kuzyku, V.Tyutyunnik, Y. Yakovtsyu ..

One of the highlights of the Forum was the summary of works presented and announcement of the winners of the World Student Online Contest in Economics, which was made by the former President of Ukraine (1994-2005), Professor Emeritus of Dnipropetrovsk University of Economics and Law , Leonid Kuchma.

In the framework of the Forum a student and youth section was held , which brought together more than 60 students and young researchers from Russia, Armenia, Italy and many universities in Ukraine. At this section participants of the World Student Online contest had the opportunity to present the main points of their works submitted to the scientific committee of the Contest.

The discussion and fruitful discussions of the participants of the Forum produced the following recommendations:

 

  • more research on cyclic patterns of genetic functioning of economic systems and innovations in the XXI century , focusing special attention on issues of strategic innovational breakthrough for overcoming the consequences of the crisis .
  • support the initiative of scientists from Russia, Kazakhstan and Ukraine to further develop and refine the long-term global forecast «future of civilizations» up to 2050, which was presented in 2009 in the Council and will be presented at the Fourth Forum on Civilization in the World UNIVERSAL EXPO 2010 in Shanghai in October 2010.
  • prepare a new forecast based on the concept of sustainable development for the partnership of civilizations and present this at the Civilization Forum at the World Summit on Sustainable Development in Brazil in 2012 .
  • sharing the concern of scientists, governments, political and social activists and global civil society in relation to global energy, economic and food crises that swept the world in the XXI century, causing a serious threat and negative consequences for all humanity, to support the proposal of the UN  to support the development of a global energy and environmental strategy for discussion at the World Summit on Sustainable Development in 2012 and the recommendations of the UN Conference in Rome on overcoming the global food crisis .
  • recommend to the public and political leaders,  the scientific community and the business community to initiate development of national and international energy programs and agri-environmental development. Their implementation will be more effective if there is rapid international integration, particularly in exploration and development of clean alternative energy and in the agricultural complex.
  • recommend to develop international and regional integration to enhance the competitiveness of products and to cooperate in their development on the global high-tech markets, to support the initiative to establish international strategic alliances and technological innovation for the organization of listed programs and international exchange of technological innovation and to attract national and foreign investments for financing innovative projects .
  • endorse the initiative of the Institute of Economic Strategies of the Russian Academy of Sciences, the International Institute Pitirim Sorokin - Nikolai Kondratiev, Dnipropetrovsk University of Economics and Law and the International Alliance of Technological Innovation for the development of a long-term project-based development strategy and strengthening the partnership of Russia and Ukraine.
  • support the proposal of the International Institute Pitirim Sorokin - Nikolai Kondratiev for a long-term strategy to develop dialogue and partnership of civilizations in science, culture and ethics based on global forecasts «Social and cultural future of civilizations» and to recommend to the leadership of the UNESCO National Committee for UNESCO in Ukraine and Russia to provide financial support developing such a strategy and its presentation at the round table of the General Conference of UNESCO in January 2011.
  • promote inclusion in the list of memorable dates of UNESCO in 2012 the 150 th anniversary of the birth of world-famous scientist Vladimir I. Vernadsky .
  • welcome the initiative of Dnipropetrovsk University of Economics and Law in organizing the World Student Online Contest in Economics, which became a proving ground for future scientists , and in encouraging scientific interest and support from the business community in this event
  • noted the importance of education in shaping a new generation of staff to support the initiative of establishing a scientific and educational portal «new paradigm» , an international civilizational online university to expand the educational features of the Internet and TV
  • support the proposal to hold in May 2012 in Dnipropetrovsk the Third International Nobel Economic Forum. 

 

During the Forum was put forward the initiative to organize in Ukraine the celebration of the 110th anniversary of the birth of Simon Kuznets, Nobel Laureate in Economics in 1971, a graduate of Kharkov University. To this end, it is proposed first to publish in Ukrainian and Russian  theworks of this world-renowned scientist, author of the concept of long waves in the economy, as well as organize a solemn conference on the creative heritage of Simon Kuznets. The Presidential Charitable Fund "Ukraine” of Leonid Kuchma expressed interest in response.

The work of the Forum was covered by oblast and all Ukraine television programs and Channel 27 (Dnipropetrovsk) aired a detailed report on the Forum, including a live broadcast . Participants were guests on several thematic television programs on Channel 27 (Dnipropetrovsk). A total number of over twenty accredited journalists from various electronic and print media attended the Forum . Broadcast of plenary sessions and other activities of the Forum was conducted in the on-line through the University website (www.duep.edu) . In the premises where the activities of the Forum took place access to the Internet  was organized using WiFi.

During the forum there was an exhibition of scientific and technical literature of Dnipropetrovsk University of Economics and Law, and an exhibition of literature of the publishing house «Economy» (Moscow).

Besides scientific discussions and other official events, the Forum was accompanied by a large and varied cultural program. Forum members and guests visited Monastery Island (Dnepropetrovsk), toured round «Northern Gates of the Dnieper», visited Novomoskovsk and a picturesque neighborhood outside Dnepropetrovsk ,took a boat trip on the Dnieper River within the city of Dnipropetrovsk, visited the State Enterprise «Production Association Southern Machine-Building Plant» named after A. Makarov, visited museums and memorial sites in the region.

The Forum, which opened with a ceremony awarding the winners of the World Student Online Contest in Economics, has made a significant contribution to the popularization of science in the modern world, promoting mutual understanding and strengthening of contacts between economic scientists from different countries, developed new joint programs, and become an outstanding public event.
